SEATTLE (AP) — The effort to let Seattle residents vote on a plastic bag ban has fallen short.

The Seattle Times reports a petition to place the issue on the August ballot collected less than 3,000 signatures. It needed 16,000 by Tuesday’s deadline.

The city council approved the ban in December on plastic bags for customers of grocery and retail stores. The ban goes into effect in July. Stores will be able to charge a nickel for paper bags.

The Washington Legislature also is considering a statewide ban on plastic bags.
